I have all these old home 8mm movies that I need to transfer on to a CD. I have large reels that need to be transferred so I need to find an affordable place to have it done or buy some sort of machine to do it with. Any ideas?
If its tape then you need something to play them in, either a camera or a dedicated player. you will also need a analoge to digital converter to get the video onto your computer.

High quality ones here

cheaper ones here
http://www.amazon.com/s/ref=nb_sb_noss?url=search-alias%3Delectronics&field-keywords=video+capture+device&x=0&y=0
If you have say more than 5 then its probably worth doing it this way for less than that then it would be cheaper to send them away to be converter.
do a search for "Video conversion services" then add your area.
If you are talking about cine film then its cheaper to get them converted by a company, devices are quite expensive and the results are fair to poor.
Hope that helps
